Ministry of External Affairs and the Media Development Foundation, Chennai to jointly organize the Conference of Editors from SAARC Countries on February 9-10, 2007 in New Delhi

The Ministry of External Affairs and the Media Development Foundation, Chennai are jointly organizing the Conference of Editors from SAARC Countries on February 9-10, 2007 in New Delhi. The Conference will be inaugurated by the Foreign Secretary, Shri Shivshankar Menon at 9.00 a.m. at the Oberoi Intercontinental Hotel. The Conference will conclude with an address by the External Affairs Minister, Shri Pranab Mukherjee at 12:00 noon on February 10, 2007. The text of the opening and the concluding statements will be available on the website of the Ministry of External Affairs.

The Conference of Editors from SAARC Countries, which will be attended by about 45 senior representatives of the media from all SAARC countries, will focus on the following three major themes:

1. Growth trends and quality issues in the South Asia news media;
2. Media freedom, accountability, and social responsibility; and
3. Media and foreign policy.

The purpose of the Conference is to have a free and open discussion of the identified themes and key issues and to frame media-related issues that can help initiate a wider public and civil society debate in the South Asian region. The Conference will aim to promote a common understanding on core media values, directions, and orientations, allowing for the specific growth and other relevant conditions of the news media in the various SAARC countries.

Europa und Indien bauen feste Brücken in Wissenschaft und Technologie …

"Die strategische Partnerschaft zwischen Europa und Indien in Wissenschaft und
Forschung wird im Prozess der Globalisierung künftig einen hervorgehobenen
Stellenwert einnehmen. Wir haben eine enge Kooperation, beispielsweise in den
Bereichen Gesundheitsforschung, Umweltschutz und Energiesicherheit vereinbart,
die beiden Partnern durch den Austausch von Wissen, Technologie und Talenten
nutzen wird", sagte Bundesforschungsministerin Dr. Annette Schavan am Mittwoch in
Neu Delhi.

Im Rahmen der deutschen EU-Ratspräsidentschaft hat erstmals eine
EU-Wissenschaftsminister-Konferenz in Indien stattgefunden. An dem Treffen nahmen
EU-Kommissar Janez Potocnik, der indische Wissenschafts- und Forschungsminister
Kapil Sibal und Vertreter aller 27 EU-Staaten teil. Schavan, Potocnik und Sibal
sprachen von einem "historischen Tag" für die Beziehungen zwischen der
Europäischen Union und Indien. In einem gemeinsamen "Neu Delhi Kommuniqué" wurde
die außerordentliche Bedeutung von Wissenschaft und Forschung als Basis für
Wettbewerbsfähigkeit und wirtschaftlicher Entwicklung im Zuge der globalen
Herausforderungen betont. Als Ziel ist der beiderseitige Nutzen der
wissenschaftlich-technologischen Zusammenarbeit vereinbart. Dafür soll neben dem
Auf- und Ausbau von deutsch-indischen Forschungsnetzwerken und gemeinsamen
Wissenschaftsprojekten auch die Förderung des qualifizierten Nachwuchses sowie
eine erhöhte Mobilität zwischen Europa und Indien gewährleistet werden. Das
Kommuniqué sieht vor, Barrieren für den EU-Aufenthalt von Forscherinnen und
Forschern aus Nicht-EU-Staaten abzubauen. "Wissen und Talente müssen weltweit
zirkulieren können", forderte Schavan. Die Bundesforschungsministerin hob hervor,
dass die EU sich im 7. Forschungsrahmenprogramm auch für außereuropäische Länder
öffne: "Indien wird dabei ein guter und langfristiger Partner sein. Das Land hat
eine enorme Dynamik entwickelt und steckt voller Potenziale. Dass die politischen
Eliten in Indien eine große Leidenschaft für Wissenschaft und Forschung haben,
schafft ein gutes Klima für die Entwicklung. Auch das macht Indien als Partner so
interessant."

The pentatonical ragas (scale of notes with five tones) are far common in India, equally in North Indian Classic (Hindustani) as in South Indian Music (Carnatic). The pentatonical ragas create a multi layered spectrum, a musical taste which can be regognized easily by the listeners. A magical power is being attributed to these ragas …

The material of notes originally was used for religious ceremonies and rites in many cultures all over the world… first it had consisted of only two tones, was developed to three tone scales and progressed in the antique Greece to a scale of four tones (tetra chord system).

A more differentiated scaling form of the five tone music (so called pentatonic) was formed particularly in East and South Asia, in front in China, Japan and India. Also in Blues and Afro American music the 5 tone scheme is in practice.

Contrary to our western music culture the Indian Classical Music and the raga-s aim at an atmospheric sound picture by instrumental or vocal improvisation to connect with certain feelings, tendencyfully paintings conveying a special atmosphere and with emotional expressions.

The 5 tone raga Malkauns for example reflects a portrait of the dark secret one and is helping to a menthal stabilization. The Raga Durga carries the names of the ambivalent, semi terrible hindustic goddess Durga. The penthatonic raga Bhupali is awarded a healing, positive effect, which shifts the listener into an easy, joyfully and relaxed tension.
